karlgoethebier, there are two main reasons. First, many puzzles are bad. They don't accept a good move if that move is not the 'best' move. For example, if you find a checkmate in three you will fail if there's one in two. And even if your move wins a full queen you'll fail if there's a 'better' move.
The second reason is that the solutions tend to be either checkmate or a huge amount of material. Most of the time that excludes the principle of two targets. We know that tactics only work if there's more than one threat involved. You can't learn tactics if you only focus on the king or if you only look for big gains.
